I never had a tuff time with Willy. If you get close enuff to where you can hit him but not have him shoot you, you'll be fine.

Cities: Skyline - I considered it beat when I couldn't do anything else to make the city better... you can only unlock so many tiles before it caps them. after that, you can only fill the city with so much stuff before you can't make it any better... that or you could consider getting all the achievements beating it?
